How will QX3 handle the timing of things relative to other things? Will it be more realtime like with a MUD or still turn based?

I'm not quite sure what you mean, but: everything is event-driven. When a player enters a command, that can set off various script commands, and any changes to the other players' view of the world is reported to those players. So the view a player has will be a bit like IRC I suppose, only with things to play with.
